Pursuant to Title 18 U.S.C. § 2257 and 28 C.F.R. § 75, VLXTop qualifies as a third-party content platform and is therefore exempt from the record-keeping and labeling requirements of those statutes, as set out in 28 C.F.R. § 75.1(c)(4).

All records required by 18 U.S.C. § 2257 for the visual depictions hosted on VLXTop are maintained by the original producers. VLXTop has obtained and verified, to the extent reasonably possible, that the original producers of every depicted scene have confirmed that all performers shown were at least 18 years of age at the time of production.
